It remains a good lodging site for nitrifying bacteria, and is very reluctant to release anything it has adsorbed. For those reasons, it would make a good substrate.

For the clearest water and best filtration, you'll want to use Granular Activated Carbon made from Bituminous coal. This type has the best pore structure for trapping pollutants. Once the carbon is full (if you don't change regularly), it will leech these toxins back into the water and can cause a spike if you are using other means of fertilization.

The theory with not using carbon in a planted tank is mostly if you're dosing fertilizer. If you're paying for activated carbon that works hard to suck up all the fertilizer that you're also paying for, you're wasting both money and effort. You won't do any harm to the plants by running carbon, there's just a good chance that it's not helpful.
